He and his partners have spent about $9 million buying nine properties that could be part of a 15-acre district called “West of West.” The area is west of West Avenue, bound roughly by 14th Street to 16th Street and Bay Road to Alton Court. New buildings would be elevated above historic levels to avoid flooding that’s become a growing concern in Miami Beach. Domo Architecture & Design presented the project in February to the city commission, which referred it to land use boards.
